A Letter from Katie Elleraas

Dear Friends of Mount Olivet Rolling Acres (MORA),

Today, the U.S. Department of Justice (DOJ), in coordination with federal partners including the Centers for Medicare & Medicaid Services (CMS), announced a series of enforcement actions in Minnesota targeting alleged fraud across several Medicaid-funded programs. These actions include criminal charges against multiple individuals and expanded federal oversight of certain programs.

Federal officials have indicated that these actions are part of a broader effort to strengthen program integrity and ensure that Medicaid resources are used appropriately. As part of this effort, CMS continues to review and, in some cases, defer or closely monitor payments to ensure compliance with federal requirements.

We want to be clear: MORA remains committed to full compliance, transparency, and the highest standards of care. Our organization has strong safeguards in place and works diligently to meet all state and federal requirements.

Because Medicaid represents 99% of MORA’s funding, we are closely monitoring these developments. At this time, there is no indication that services provided by MORA are directly impacted, and it is business as usual across our programs. Our leadership team remains in close communication with state agencies, lawmakers, and partners to stay informed as additional guidance becomes available.

Most importantly, our focus remains unchanged:

  • Providing high-quality care
  • Supporting individuals with disabilities
  • Ensuring continuity of services for those who rely on us every day

How You Can Help Support Disability Services

As conversations about oversight and funding continue, your voice matters:

  1. Know your representatives
Identify your federal and state legislators using the “Who Represents Me?” tool.
  2. Stay in contact with policymakers
Reach out to members of Congress and state legislators to share your perspective. Policymakers need to understand how Medicaid-funded services support people with disabilities, families, providers, and communities.
  3. Share your story
Personal experiences are powerful. Sharing how services make a difference helps ensure decisions are informed by real-life impact.
  4. Stay informed and engaged
Follow trusted sources, attend community discussions, and help raise awareness about the importance of protecting access to care.

MORA will continue to monitor this situation closely and provide updates as appropriate. Please stay connected through our newsletters, social media channels, and website at moracares.org.

We are in this together. Thank you for your continued support of MORA and the individuals we serve. With gratitude,
Katie Elleraas
